Proposal #1
Increase the number of players for weekly matchups from 10-11, or 10-12 by adjusting the required positions.
Add a super-flex by allowing QB to be placed into active lineup each week as a flex
Proposal #2
$0 bids be allowed
Proposal #3
In TD 1 (for years 2020, 2023, etc.)
Replace:
Free Agent Draft: All players will be dropped from rosters and the owners will conduct a full 20 round draft, non-rookie players only. The draft will start on the first Monday in June.
Rookie Draft: The league will conduct a five round Rookie Draft during the offseason. The draft will start on the fourth Wednesday in June (rounds 1-3) and the first Monday in August (rounds 4 & 5).
With:
Rookie/Free Agent Draft: The league will conduct a 12 round Rookie/Free Agent Draft. The draft will take place the second Monday in June (rounds 1-6) and the first Monday in August (rounds 7-12).

Free Agent Draft: All players will be dropped from rosters and the owners will conduct a full 20 round draft, non-rookie players only. The draft will start on the first Monday in June.
Rookie Draft: The league will conduct a five round Rookie Draft during the offseason. The draft will start on the fourth Wednesday in June (rounds 1-3) and the first Monday in August (rounds 4 & 5).
With:
After the initial confirmation deadline, owners will vote whether to conduct a full redraft or a 12 round rookie/free agent draft. Majority rules.
Proposal #5
Eliminate the requirement that teams must have at least one or two rookie players (depending on the league) on their roster by the completion of the draft.
Proposal #6
Change offensive points allowed to:
5 pts 0-2
4 pts 3-7
3 pts 8-12
2 pts 13-16
1 pt 17-21
-1 pt 35-42
-2 pts 43+
Proposal #7
The six leagues would no longer vote in the amount of duplicate players, for themselves.
Rather, the E.C. would vote on a scheme, a continuum from TD 1 /2,3/ 4,5/ 6,
in which the most generous rules would be TD6 (toward the unlimited end)
and the least generous rules would be TD1 (towards the single copy end).
The scheme could be the same copy rules for all leagues,
but in any case TD1 would not have more generous rules than (say) TD 2,3,
ie. TD1 ≤ TD2,3 ≤ TD4,5 ≤ TD6 .

Duplicate Players:
Replace the current (annual) scheme for resolving Duplicate Players with:
The duplicate players will be resolved by a draft -- instead of forced trading --
and only once every 3 years: the offseason going into 2019, 2022, etc . (when you stay in your league)
When this process is finished, there will be at most 10 (leaguewide) duplicates of any (critical) player.
The 72 teams, will be initially assigned a priority #, from 1-72, chosen by lot.
The league will solicit (from members) an ordered draft list of the
70 most critical NFL players, to gain success in this league; and craft an (averaged) consensus.
[eg. 1 HopkinsD, 2 BeckhamO, 3 Gurley, 4 Elliot, 5 BrownAnt, ...]
Starting with critical player #1 (CP1), if there are ≤10 copies of that player, we're good.
But if there are >10 copies (N) of that CP1 player, then the teams with the 10 highest priority #s, get to keep CP1;
and the 11th highest thru N (lowest) priority#'d teams, will in turn draft any replacement player,
that is lower on the critical player list than CP1, provided that the league-wide quota (10) is not exceeded;
and these drafting teams will then add 100 to their priority #.
Then the same iterations for: CP2, CP3, CP4, .... , CP70.
