Below are the rule proposals that will be voted on by the Executive Committee.
Feel free to comment on any proposal.
Proposal #1
Change: During the season, rosters will consist of 23 Active Roster spots, two Injured Reserve spots, and two Taxi Squad spots. Owners can place up to two players on Injured Reserve (IR) during the NFL regular season.
To: During the season, rosters will consist of 23 Active Roster spots, three Injured Reserve spots, and two Taxi Squad spots. Owners can place up to three players on Injured Reserve (IR) during the NFL regular season.
Proposal #2 (effective 2018)
Change: TD Pass = 4.5 pts each
To: TD Pass = 4.0 pts each
Change: Passing Yards = 0.045 for every 1 yards
To: Passing Yards = 0.040 for every 1 yards
Change: Rushing Yards = 0.10 pt for every 1 yard
To: Rushing Yards = 0.12 pt for every 1 yard
Change: Receptions (TE & QB) = 1.5 pts for every 1 rec
To: Receptions (TE & QB) = 1.3 pts for every 1 rec
Proposal #3 (effective 2018)
Change: Interceptions = -1 pt each
To: Interceptions = -1.5 pts each
Change: Fumbles Lost = -1 pt each
To: Fumbles Lost (QB) = -1.5 pts each and Fumbles Lost (RB, WR, & TE) = -2 pts each
Proposal #4
Add to Defensive Scoring: Blocked Field Goals, Extra Points, Punts = 2 pts each
Proposal #5
Add to Defensive Scoring: Defensive Conversion Returns = 2 pts each
Proposal #6
Change: There is a limit of four waiver moves each week.
To: There is no limit to the number of waiver moves each week.
Proposal #7
Change: A first come first serve (FCFS) waiver period will be open for access from the time frame extending from nine hours after the blind bid waivers are processed to Sunday of that week at 1 PM ET.
To: A first come first serve (FCFS) waiver period will be open for access from the time frame extending from nine hours after the blind bid waivers are processed to Monday of the following week at 8:30 PM ET. Players cannot be added via FCFS between kickoff of that player's game and the end of the last game of the week.
Proposal #8
Rookie draft picks stay within their league regardless of whether they are traded. After the draft, if the team that owns that pick is in a different league, that player is moved to the other league.
Proposal #9
Change: If any owner wishes to dispute/challenge a trade, they must contact the Commish via e-mail and give a specific rationale as to why the particular trade is collusional or extremely lopsided. This e-mail must be received within 48 hours of the trade being announced.
To: If any owner wishes to dispute/challenge a trade, they must contact the Commish via e-mail and give a specific rationale as to why the particular trade is collusional or extremely lopsided. This e-mail must be received within 48 hours (during the season) or 96 hours (during the off-season) of the trade being announced. Also, Commissioners can reject trades (from the time the draft details are posted on the message board to the conclusion of the draft) which he deeems collusional or exteremly lopsided. The trade and rationale will be posted on the message board immediately following the rejection.

Remove 2-1 from the following rule:
Number of people voting -- outcomes:
1 - proposal is defeated
2 - proposal is defeated
3 - proposal is adopted if the vote is 3-0 or 2-1
4 - proposal is adopted if the vote is 4-0 or 3-1
5 - proposal is adopted if the vote is 5-0 or 4-1
6 - proposal is adopted if the vote is 6-0, 5-1, or 4-2
7 - proposal is adopted if the vote is 7-0 or 6-1 or 5-2
Proposal #11 (effective 2018)
Change: Leagues will be realigned according to a formula based on regular season record, points scored, and playoff (N = [(Avg Pts x Eff) x (Wins - 1) x (14 - PF)] / 200 + Total Pts) finish the past two years.
To: Leagues will be realigned according to a formula based on regular season record, points scored, and playoff (N = [(Avg Pts) x (Wins - 1) x (14 - PF)] / 2.40 + Total Pts) finish the past two years.
Note: This proposal removes Eff (efficiency) from the formula.
Proposal #12 (effective 2018)
Change: To deter owners from leaving after one year, each owner will pay an initial franchise fee of $25. Franchise fees are refundable after the 3rd year if an owner leaves the league in “good standing”.
To: To deter owners from leaving after one year, each owner will pay an initial franchise fee of $50. $25 is refundable after the 3rd year if an owner leaves the league in “good standing” and $25 will go towards the follwing year's entry fee.
