Proposal 1 (effective 2017)
Combine all leagues into a single 72 team league with each current TD league as a conference. One player copy per conference. Each conference would still have there own drafts. Essentially combine the six separate leagues into one deluxe league.
Proposal 2 (effective start of 2016 season)
Increase the active roster size during the season from 20 players to 22-25 players.
Note: The roster size during the off-season will be increased to the active roster size + 2 players.
If you votes yes, indicate the roster size: 22, 23, 24, or 25 players.
Proposal 3 (effective start of 2016 season)
Increase active roster size during the season from 20 players to 30-35 players.
Note: The roster size during the off-season will be increased to the active roster size + 2 players.
If you votes yes, indicate the roster size: 30, 31, 32, 33, 34, or 35 players.
Proposal 4 (effective 2017)
There is no off-season roster size minimum for teams that have paid their entry fee.
Proposal 5 (effective immediately)
Remove the kicker position.
Proposal 6 (effective immediately)
Remove the defensive team position.
Proposal 7 (effective start of 2016 season)
All teams are required to carry at least one kicker and one defense at all times (can trade them away, but must be replaced immediately to have a valid roster).
Proposal 8 (effective start of 2016 season)
Increase the taxi squad size from 2 players to 10-15 players. Taxi squad players must include only rookies and players in year 1 or year 2 of their careers. Basically, TS players may stay on TS until they're in year 4 of their NFL career.
If you votes yes, indicate the taxi squad size: 10, 11, 12, 13, 14, or 15 players.
Proposal 9 (effective 2017 season)
For TD 4, 5, and 6 only --> Inverse potential points (thru week 13) determines the draft order for the 1st round. The team with the lowest amount of potential points will have the first pick, etc.
Proposal 10 (effective 2017 season)
For TD 4, 5, and 6 only --> The order of round 2 is the same as the order of round 1 and the order of round 4 is the same as the order of round 3.
Proposal 11 (effective 2017 season)
For TD 4, 5, and 6 --> The winner of the DST (or highest DST finisher)will have the 1st pick will receive an extra pick at the end of the first round.
Note: If Proposal 11 passes, it will only go into effect only if Proposal 9 passes.
Proposal 12 (effective 2017 season)
Rookie draft order is determined by overall W/L record throughout all seasons, not the Draft Slot Tournament. The results of the playoffs still determines draft order from 1.07-1.12.
The winner of the Draft Slot Tournament wins an extra draft spot at the end of round 1. (1.13)
Once league movement starts, any tie breaks would be determined by best record in most recent season. Further tie breaks, if needed, would go back to the previous season to find best record in that season. Team with worst season record wins better draft spot.
Proposal 13 (effective immediately)
Owners can trade future draft picks (rounds 1-7 only) up to one season in advance. (i.e. trading 2017 draft picks during the 2016 season). Trading a future pick(s) will require the following payments:
Trading a future 1st round rookie pick = $50 non-refundable deposit before the trade is officially processed.
Trading any other rookie picks (Rounds 2-4) = $30 non-refundable deposit.
Trading any other rookie picks (Rounds 5-7) = $20 non-refundable deposit.
Deposits are not required if owners trade future picks for future picks and they are within one round unless one of the picks is a 1st round pick. For example, the following trade does not require a deposit: Player A and a 2017 2nd round pick for Player B and a 2017 3rd round pick. The following trade would require a deposit: Player C and a 2017 2nd round pick for Player D and a 2017 4th round pick.
These deposits will be applied to the following years league dues and in the event an owner leaves the league they will be used as discounts to help attract replacement owners.
If an owner trades for a 2017 1st rounder and it ends up being pick 1.04 (for example) and there is already a team with pick 1.04 then the Commish will roll dice to determine who gets pick 1.04 and who gets pick 1.05.
Proposal 14 (effective immediately)
Owners can trade future draft picks up to two years in advance (to do so, owners must pay either (1) a down payment towards the next year or (2) full payment for each year involved in the trade (commissioner decision)
Proposal 15 (effective immediately)
Allow trades to create invalid rosters. The team with the invalid roster would then need to drop or trade his extra players before a lineup can be submitted.
Proposal 16 (effective 2017 season)
Returning owners can trade players and/or draft picks to a replacement owner for dispersal draft picks. Both owners must post the trade in the draft dispersal thread before the returning owner can select a player or rookie draft pick.
Proposal 17 (effective immediately)
Change the number of waiver moves allowed by each team from four to unlimited.
Proposal 18 (effective immediately)
Change Interceptions = -1 pt to Interceptions = -1.5 pts
Proposal 19 (effective immediately)
Add Offensive Recovery Fumble Recovery TDs = 6 pts each to the scoring.
Proposal 20 (effective immediately)
Reduce the required owner activity from 45 days (warning) and 60 days (removal) to 30 days (warning) and 45 days (removal) during the off-season.

Note: If the active roster size is increased next year, the number of rounds of the rookie/free agent draft will be 20% the roster size (rounded to the nearest number). For example, if the active roster size is 25 players, the draft will be 5 rounds (.20 x 25)
