Here are the current rule proposals submitted by league owners to date:
1. Increase the active roster size during the season from 20 players to 23-25 players.
2. Increase the active roster size during the season from 20 players to 22 players and increase the roster size during the off-season from 22 players to 24 players.
3. There is no off-season roster size minimum for teams that have paid their entry fee.
4. Remove the kicker position.
5. Remove the defensive team position.
6. All teams are required to carry at least one kicker and one defense at all times (can trade them away, but must be replaced immediately to have a valid roster).
7. For TD 4, 5, and 6 only --> Inverse potential points (thru week 13) determines the draft order for the 1st round. The team with the lowest amount of potential points will have the first pick, etc.
8. For TD 4, 5, and 6 only --> The order of round 2 is the same as the order of round 1 and the order of round 4 is the same as the order of round 3.
9. For TD 4, 5, and 6 only and only if Proposal #7 passes --> The winner of the DST (or highest DST finisher) willhave the 1st pick will receive an extra pick at the end of the first round.
10. For TD 2, 3, 4, 5, and 6 only --> Owners can trade future draft picks up to one season in advance. (i.e. trading 2017 draft picks during the 2016 season). Trading a future pick(s) will require the following payments:
Trading a future 1st round rookie pick = $50 non-refundable deposit before the trade is officially processed.
Trading any other rookie picks (Rounds 2-4) = $30 non-refundable deposit.
Trading any other rookie picks (Rounds 5-7) = $20 non-refundable deposit.
Deposits are not required if owners trade future picks for future picks and they are within one round unless one of the picks is a 1st round pick. For example, the following trade does not require a deposit: Player A and a 2017 2nd round pick for Player B and a 2017 3rd round pick. The following trade would require a deposit: Player C and a 2017 2nd round pick for Player D and a 2017 4th round pick.
These deposits will be applied to the following years league dues and in the event an owner leaves the league they will be used as discounts to help attract replacement owners.
If an owner trades for a 2017 1st rounder and it ends up being pick 1.04 (for example) and there is already a team with pick 1.04 then the Commish will roll dice to determine who gets pick 1.04 and who gets pick 1.05.
11. Allow trades to create invalid rosters. The team with the invalid roster would then need to drop or trade his extra players before a lineup can be submitted.
12. Allow current owners to trade with replacement owners during a dispersal draft. Current owners can trade players and/or picks for a dispersal draft pick. Both owners must confirm the trade by e-mailing the Commish.
13. Change the number of waiver moves allowed by each team from four to unlimited.
